Yes. Foreigners hold the same fee-simple ownership rights as Costa Rican citizens on titled land in Playas del Coco. The exception is the first 200 meters from the high-tide line (the Maritime Zone), where most land is concession-based with extra rules — your attorney verifies title before you commit.
